Question: TortoiseSVN context menu is blank

Hello,

Now I try using TortoiseSVN however there is trouble as missing context menu.
Please find attached image file. It looks icon and context menu is blank.

- environment
  OS: Windows VISTA 32bit Japanese
  TortoiseSVN version: 1.8.1
  Language pack : Japanese

- My operation
  - To re-install TortoiseSVN : NG
  - To modify TortoiseSVN : NG
  - To repair TortoiseSVN : NG
  - To delete Lanaguage pack manually and re-isntall TortoiseSVN : NG

Please let me know how to resolve this issues.
