Issue with Import Function

Dear Sir/Madam,

I am going through the tutorial, and I have found an issue with Importing a Project (section 1.3.2). The steps taken are as follows:

1. Created a folder on my local hard drive called "Sample_SVN_Repos"

2. Right-clicked on that folder and selected Tortoise SVN->Create repository here.

3. Navigated to a folder which I believed to be a project, right-clicked and selected Tortoise SVN, but there is no Import... selection present.

Why is it that some folders have Import as a selection for Tortoise SVN, but others do not?

Please advise. Thanks.
