You should certainly report this on the svn users mailing list. In the
meantime if you are able to upgrade your server to something newer you
may well find that this and your other issues just go away. 1.2 is
really old and although SVN promises backward compatibility there are
not so many old servers to run tests against so bugs like this slip
through the net.
