424 Failed Dependency when copy trunk to another branch

We are attempting to copy 'trunk' branch of our project into another
branch (branches\weekly) but we get an error: Adding directory
failed: COPY on /svn/omp/!svn/rvr/58548/trunk (424 Failed Dependency).

It is not clear what caused it and how to fix it?
