First you might want to try a nightly build from here:
http://nightlybuilds.tortoisesvn.net/1.8.x/
or
http://nightlybuilds.tortoisesvn.net/latest/

if it happens there as well, then yes please report this on the svn
mailing list.

Depends on the tool you're using to capture the traffic. But I guess
that you have to export it as text so you can remove that data (or
change it to XXXX or something like that).
