The versions on the server however are not the most recent, as when my computer was failing I was more worried about getting everything onto an external hard drive rather than SVN.

Did you backup/restore individual files or whole working copies?

Did you have all your stuff checked out in one single working copy or
were there multiple separate projects with no common (versioned)
parent directory?

When you right click on a working copy folder on your new drive, what
TortoiseSVN menu entries do you see there?

Do you know which version of TSVN you had installed on the old drive?
Which version do you have now?
