IIUC, he's saying that there are two ways to clear a filter:

1. highlight the filter text and delete it
2. click the 'x' button beside the filter

If he does (1) then the button gets enabled.

If he does (2) the button remains disabled.

I don't have 1.8 installed to verify this.
