I managed to find a fix after reading this article:-

What had happened was that my PPK key was in a folder which got
accidentally deleted when I uninstalled TortoiseSVN (not TortoiseSVN's
fault). Fortunately though, I had a safety copy. So I re-created the
key in a folder where it should be safe and now everything works again!
