VersionCheck = false not working like it should?

I wanted to disable the "A new version..." in the commit dialog so I
went to advanced setting and set VersionCheck = false, but "A new
version..." is still showing in the commit dialog.

I removed HKEY_CURRENT_USER\Software\TortoiseSVN\NewVersion from the
registry, and then the message goes away.

I think that VersionCheck = false should disable the "A new version..."
text, even if HKEY_CURRENT_USER\Software\TortoiseSVN\NewVersion already
existed before setting VersionCheck = false.
