As a convenience TortoiseSVN lets you select unversioned files in the
commit dialog, and they will be added automatically before committing.

When using the command-line tools, you MUST add before committing.

I think there is no difference between selecting the unversioned file
in the commit dialog to add it, and adding it beforehand.
