Release 1.7.13 installer does not relaunch Windows Explorer after update

Overview:
If you update and close apps when prompted by the installer, rather than going the Ignore/Restart route, then Windows Explorer does not get relaunched when the installer is finished. The user is left sitting there, hoping everything is done, and has to go into Task Manager, and Run "explorer.exe" manually.

Steps:
On Windows 7 Pro x64 (I have SP1 and all MS updates except Bing Desktop or extra languages), I updated to the latest version of TortoiseSVN (1.7.13 x64) from an older version from a few months ago, and the installer prompted me to close a few applications (Chrome, Windows Explorer, Outlook, etc.) so I closed everything except Windows Explorer, then continued, and it prompted me again to just close Windows Explorer. So I went into Task Manager, and killed the "explorer.exe" process, then continued and the installer was happy and finished without any more prompts. At the end it finished and the window closed, but left me staring at my Windows desktop background (it does not relaunch Windows Explorer).
