Actually, it's:
TortoiseSVN auto commit:
changed externals to fixed revision

Using the same message as when creating the branch/tag is bad, because
that comment should indicate the reason for the tag. And that's not the
same as when the externals are tagged.

You should adjust your pre-commit hook script to accept the predefined
commit message of TSVN in this situation.
