Commit comment when pinning sv:externals with Branch/Tag

TortoiseSVN uses the commit comment "[TortoiseSVN]" when pinning the
svn:externals while creating a branch/tag.

We are using a pre-commit hook that is validating the commit comment against
our Issue-Tracking system.
The action fails with this comment.

TortoiseSVN should either use the same commit comment as stated when
creating the branch or ask for the commit comment when pinning the
externals.
