Bug in "Branch/Tag" dialog???

At times the "From WC/URL" parameter in the Branch dialog doesn't point to the path of the file on which this dialog was started.

It seems to refer to the path of the latest revision of the file.

I think it should always refer to the revision of the file on which this dialog was started.
