Fixed in TortoiseSVN-1.7.99.24123-dev-win32-svn-1.8.x-dev
Sorry, I should of been more specific. The commands still worked after it threw "The procedure entry point InitializeCriticalSectionEx could not be located in the dynamic link library KERNEL32.dll.", The bug was also making other programs (VMware Player for example) throw the same error. System Restore fixed my odd issue.
