Just because you tell people to upgrade, it doesn't mean that they WILL
upgrade. It's also possible that they don't have sufficient permissions to
perform the upgrade themselves.
One could always push the new version out via various Windows management
tools, thus forcing the upgrade upon them simultaneously (more or less).
