There's a big button at the top left of the commit dialog labeled
"Recent messages".

which basically does what you want.
Not with a drop down list because those can not handle longer texts
which are common for commit messages, but instead the messages are shown
in a separate dialog where you can select the message or just double
click on them.

Now seriously: how could you have missed that button? It even has the
text "Recent messages" on it like you suggested.
