Bug: Crash changing properties recursively using repo browser

This report is related to problem 11727 on crash server.

What I did:
- check out only a part of a repository (svn://<server>/<root>/trunk/<thefoldericheckedout>)
- open repo browser, and there
   - navigate to <root> folder
   - select "show properties" context menu entry
   - choose button New | Log Sizes.
   - Set minimum number of chars for a commit message to 10
   - Check the "apply property recursively" check box
   - Press OK

-> The Enter Log message appears
   - Enter the log message "- Force commit messages with more than 9 characters. This helps improve comprehension and avoid unintended commits."
   - Press OK.

-> Message Box with
   window title "TortoiseSVN",
   title "Subversion reported an error:"
   message "'svn://<server>/<root>' is not a local path."
appears three times.
Then a report is sent to crash server.
