RE: Branch/tag svn_external limit?

So would the issue I described be considered to be a bug? From my perspective as a user it is since branch/tag does not preserve the correct source files at the revision that existed when the branch/tag was performed if there are multiple levels of externals.

I also tried doing the branch/tag selecting the 'Working copy' selection. The documentation for this selection says...

"The new branch is an identical copy of your local working copy. If you have updated some files to an older revision in your WC, or if you have made local changes, that is exactly what goes into the copy"

The new branch is an identical copy only at the time that it is created. Since only the top level externals are being pegged, lower level externals are not properly retrieved if there has been any changes committed after the branch/tag was performed.

I'm open to other methods of achieving this goal if anybody has a suggestion. I have tried svncopy.pl but had to struggle to get that somewhat working but found it would work on one computer but not another and eventually gave up that method since it appeared that Tortoise was going to natively support this instead...alas, not quite.
