You said this also happens with the command line client, which implies
it is either a problem in the subversion library (and not TSVN) or
more likely there is some mis-configuration of your server or network.
If you have access to the server you could check the server logs, or
ask the server admin if that's not you. Otherwise the Subversion users
list is probably the best place to look for answers.
