You could try this one in the FAQ:
http://tortoisesvn.net/faq.html#sshclosed

There's also an SSH How-To page on our website:
http://tortoisesvn.net/ssh_howto.html

This one might be worth a shot too:
http://www.flickspin.com/en/software_development/solving_tortoisesvn_svn_ssh_putty_plink_chaos

Failing that, have you tried using the Subversion 1.7 command line
client? It is installed by default in the TSVN bin directory. If that
doesn't work you might try asking for help on the subversion users
mailing list.

Let us know how you get on so we can update the FAQ if needed.

Thanks,

Simon
