TSVN rename in repo browser ignores pre-commit hook

I had setup pre-commit hook to ensure branches and tags follow a particular naming convention.
For example: Every tag should be named as project_foldername.
But when I rename the folder in Repo browser with an invalid tag name, it ignores the pre-commit hook and accepts the folder name(Which it should not!). But when I perform the same operation on the same renamed folder again, it throws the pre-commit hook error correctly displaying pre-commit hook error message.

Can someone help to understand why TSVN behaves differently for the same operation when repeated?
