Source retrieval fails with contradictory locking messages

I was unable to download required source code to a folder called
"Radius" due to an error, where the folder is stated to be locked in one
Tortoise dialog but another Tortoise dialog says that "nothing is
locked".

I decided to do another source retrieval to another folder "Radius2".
However, this failed, as below:-

I then tried to run an Update to make it continue, and it failed with
the same locking error I had with the original retrieval.

But if I try to release locks, it says that there are no locks:

This doesn't make sense to me, and there does not seem to be a way out.

Please point me to how I can solve this
