Subject: command line commit of a single modified file shows no changes in
commit dialog

  We have a new or modified file within a working copy. The shell
integrated commit context menu item, when only the new/modified file is
selected, works well.
The command line to perform the same action, e.g.
TortoiseProc.exe /command:commit /path:"c:\r1\WebrichServices.WIN\test.txt"
/logmsg:"123"
displays the “No files were changed...” message.
The command
TortoiseProc.exe /command:commit /path:"c:\r1\WebrichServices.WIN\"
/logmsg:"123"
locates the new/modified file and lists it in the UI.
