The error says "Authorization failed" which means you're not authorized
to do that. The Authentication succeeded so you're recognized by the
server, but the authorization is what failed - which means you don't
have enough privileges to do that.

You have to configure your server correctly, maybe there's a hook script
that prevents you from committing locked files?
