TortoiseSVN causing crashes in other applications, still a problem?

We are having a problem that when TortoiseSVN is installed, we can't run Oracle Site Studio Designer. It crashes immediately. This is reproducible on multiple machines running win7x64. I saw that a similar problem was fixed in release r23222, and I have downloaded and installed the latest version of Tortoise (1.7.9.23248), as well as the most recent nightly build (1.7.9.23342) and the problem still occurs. In fact, I've tried going back to 1.7.8, 1.7.7 and 1.7.6 and the problem remains. As soon as it's installed, Site Studio won't open. As soon as tortoise is uninstalled, it works again.
