Setting External Diff Tool for all Users on a Computer

I've added an external program to diff certain files on my computer by adding it from the TortoiseSVN settings dialog.

Is there anyway to set this as a default so that anytime a new user logs on to the computer they don't have to manually add it themselves?

I've found the Diff Tool folder in the Registry under HKEY_CURRENT_USER\Software\TortoiseSVN. Would copying this folder to HKU\.Default work?
