So you are saying that the permissions are OK in HKLM and HKCU but
denied in HKCR?
Not sure how that works. Any takers?

Out of interest, does it work any better if you install for all users?

Also you didn't answer my earlier questions:
What AV, firewall or other security apps do you use?
Does this affect only your PC or are there others in your organisation
with the same problem?
Does it affect any other software installation, particularly things
with shell integration (e.g. 7-zip).
