SVN 1.7.7 No Per File Right Click Menu

I have a problem since upgrading from 1.6x to 1.7.7, I have lost the ability to right click on a file and see the tortisesvn right click menu. The thing is that it works fine if I right click a directory, but it's super annoying to work with. For the record I have upgraded the svn folders using the RIGHT CLICK-> SVN UPGRADEWORKING COPY, so that is not the issue.
