Commit with externals - changes ignored?

Hi all,
our project is currently set up to contain one or two "internal" externals:
(root)+
Developers sometimes change things in Common, and up to now the change in the external was always reported correctly. Now we had to relocate the whole Repo to a different server. Everything as usual, except that for one developer changes in the externals are no longer reported. This occurs in multiple if not all working copies.
Is there any option which could have kicked in? The internet mentions that such an option was planned for the commit dialog during 1.4 ;)
