OK finally got it working, but it’s a pain if you’re on Windows:

1. Notepad++ change new file settings to UNIX and UCS2-Little Endian
(this then makes new lines just LF and not CRLF

2. Then create file

3. Then use File Bom Detector tool to remove BOM

Can’t this be much easier? Why does it have to have such a specific file
format?

OK now I have verified this works for one path, but if I put multiple paths
in my file I get this. File attached.

Replace CRLF with a single LF.
"separated by newlines", as it states in the docs.

Settings dialog->Advanced->Debug --> set this to true.
Then when you try any TSVN command via the normal right-click menu in
explorer, a dialog pops up that shows you the command line. Don't dismiss
that dialog (yet) but go instead to the temp folder, find the file and have
a look at that file. That's how you have to write your own file as well.
