your answer is not satisfactory for me, sorry!
In other cases you can use WinMerge fine. Comparing two revisions from the log obviously works and as developer I can guess how you do it: by downloading both file contents from SVN to some temporal storage and feeding those to WinMerge.

So why can't this be done with the complete folder's contents in the case of comparing a revision on the server with the local working copy? Only the amount of files to download is bigger, but that can be migitated by making the use of the selected 3rd party diff tool optional in this specific case. If not turned on the old logic would still be used.
