I also have this problem

Upgraded to 1.7.7 some time ago and in some of my working copies I don't see changes in externals in the commit dialog or the Check for modifications dialog.

What I have tried:
- Running cleanup on the working copy did not help.
- Did a svn status. And it listed the changes both in the root project and the externals
- Downgraded to TortoiseSVN 1.7.6 and all changes was shown in the commit dialog.
- Reinstalled TortoiseSVN 1.7.7 and the bug reappeared
- Opening the Commit dialog on the root of the externals part of the working copy will show the changes there.
- When changing a file in the externals part of the working copy all folder up to and including the WC root will be marked with the modified icon in Windows explorer.
- Checking out a new working copy will fix the problem.

The strange thing is that this is not happening in all working copies. As far as I can see the problem occurs in working copies created before installing 1.7.7. My working copies are created with different versions of TSVN. I don't know exactly which version that was installed when I created the working copies that experiences the problem.

I have experienced this on Windows 7 both 32 and 64bit.
