As stated in http://tortoisesvn.net/docs/release/TortoiseSVN_en/tsvn-dug-wcstatus.html#tsvn-dug-wcstatus-columns :
“The additional columns in the Windows Explorer are not available on Vista, since Microsoft decided to not allow such columns for all files anymore but only for specific file types.”

Perhaps you could enable it for folders that are an idntified file type very common and usefull.
