Thanks for the clue. I did try that, as I was aware of it. So I tried again and this time I discovered the point of confusion. It works as described if the the file I'm moving and the folder I'm dragging it into are in the same pane in Windows explorer (on the right).

If however I drag it into a folder (the same folder as in the example above) in the folder tree the items do not appear when I release the right mouse button.

If I drag it onto the same folder again this time in the right hand pane of the explorer window but in a new explorer window, also menu items do not appear when I let go of the right mouse button.

This appears to be a bug. I wonder if it's system specific (I'm on Windows XP). It certainly disoriented me and makes the feature less useful as I can only SVN moves down one folder level, not to a folder of my choice within the local store.
