Repair move

'Repair move' do not work if file was moved from directory and
directory then removed.

1. Create and commit

directory/file.txt

2. Move file from directory to root (from explorer)

directory/file.txt -> file.txt

3. Delete directory (from explorer)

directory/

4. Try 'Repair move' in commit dialog for missing 'directory/file.txt'
and non-versioned 'file.txt'

Error 'The system cannot find the path specified.'

Is it by design? It is bit painful to restore missing directory, then
repair move and finally delete directory again. May be here exists
more convinient way?
