byte-order marker

Is it possible that a recent TortoiseSVN client upgrade to 1.7.1 could
have introduced byte-order markers to the front of an XML file? The
behavior that I'm seeing is that when I generate the XML and FTP it
directly to my test server, I don't see the BOM, but when I check it
into subversion (server version 1.6.16) and then from subversion
(linux client version 1.6.17) to my test server, the BOM is
introduced. Any ideas? I've been using this tool chain for more than
a year now and this BOM problem only appeared in the last couple
weeks.
