The reason is that this problem is not a TortoiseSVN problem, but a general Subversion problem which is solved outside of TortoiseSVN.

Yes, it is. The most common approach are "post-commit hooks" (as mentioned by Lorenz), they're covered in the subversion dokumentation. Other approaches include software polling the server and sending messages, or republishing them as RSS feed, as mentioned by Mark Davis.

Maybe you don't need emails for this, other repository monitoring tools like CommitMonitor (http://tools.tortoisesvn.net/CommitMonitor.html) may be the better solution in your case.
