Thanks for the detailed description of the problem. Now I now where to
look and hopefully fix this issue.
I've opened issue #197 for this:
http://code.google.com/p/tortoisesvn/issues/detail?id=197
but it will take me a while to fix this - I don't want to break
something else with this fix.
