I'm sorry, but how do you know? It looks like a ISO-8859-something
representation of a valid UTF-8 sequence for an å (because of måndag, of
course). Have you looked at the file with a hex-editor?

AFAIK, subversion-generated replacements for keywords are always in
UTF-8, which is a feature, not a bug ;-)
