Ctrl-Alt-Del will always be intercepted by the local machine. To perform
the equivalent of Ctrl-Alt-Del on the remote computer via MSTSC, you
need to press Ctrl-Alt-End.

(I've just searched the Windows 7 MSTSC help and they seem to have
forgotten to list those essential key combinations for the remote
computer anywhere in it... :/)
