Problem with non-ascii characters in WC

Hi

I have TSVN 1.7.3 (today updated) on Windows 7 64bit (czech). If working
copy folder name contains some non-ascii character, tortoiseSVN doesn't show
Commit&Update options on that folder. Only Check-out available. But if i
check-out repository to this folder again, file is added to this folder, but
TSV still doesn't show "commit" etc.

If i rename this folder to ascii-only, it's OK.

Examples:
řády - not working
účto - not working

but
šablony, různé or žádosti - OK.

Text file in utf-8 is attachment of this email.

I am afraid that this bug also affects the commit&update. But so far I have
failed to simulate.

I'm sure that the previous version (1.6.x on win vista 32bit) to work
correctly.
