Again 'here' is not the svn ML, but the TortoiseSVN mailing list. This is
the place to ask questions on the use of or report problems with the
Windows SVN client TorrtoiseSVN (also known as TSVN).

TSVN uses the subversion libraries to actually interact with working copies
and repositories. If these libraries throw an exception or assertion
failure, it should be reported to the subversion mailing list. That is
where the people hang out that can help you.

This path is from the machine where the TSVN executable was build. The path
is indeed not related to the environment where you are using TSVN. The path
is needed as a reference to be able to analyse the exception/assertion
failure.
