TortoiseSVN 1.7.3 doesn't recognize folders as WC on a random basis: 'C:\' is not a working copy

TortoiseSVN- doesn't have this bug.
TortoiseSVN- has this bug (did several uninstall\install cycles to confirm).

WC located in C:\S3 ABS
TortoiseSVN-1.7.3 doesn't recognize some of the folders of WC (including its root) when you want to check for modifications.

svn st works well.
1.7.2 works well too.

The error shown is "'C:\' is not a working copy".

To be specific: I right click in WC root, I click "TortoiseSVN->Check for modifications", I see empty window with a message "'C:\' is not a working copy" when I expect to see modified files.

At the same moment svn cmd tool shows modifications.
C:\S3 ABS>svn st
M PaymentSystem\S3.Billing.Test.Cons\Module1.vb
M PaymentSystem\OSMP\S3.OSMP.Test.Cons\Module1.vb
M CBR\365-П\S3.CBR.P365.Test.UI\S3.CBR.P365.Test.UI.vbproj
M CBR\365-П\S3.CBR.P365.Test.UI\Main.vb
M Кредиты\S3.CS.BO.Test.UI\Form1.Designer.vb
M Кредиты\S3.CS.BO.Test.UI\Main.vb

When I try the same on some sub-folders of WC I get this behavior: on some sub-folders I get the same error, on others it works as it should.

Screenshot is attached.
