TortoiseSVN 1.7.3 doesn't recognize folders as WC on a random basis: 'C:\' is not a working copy

TortoiseSVN-1.7.2.22327-win32-svn-1.7.2.msi doesn't have this bug.
WC located in C:\S3 ABS
svn st works well.
The error shown is "'C:\' is not a working copy".
To be specific: I right click in WC root, I click "TortoiseSVN->Check for modifications", I see empty window with a message "'C:\' is not a working copy" when I expect to see modified files.
At the same moment svn cmd tool shows modifications.
When I try the same on some sub-folders of WC I get this behavior: on some sub-folders I get the same error, on others it works as it should.
