Sure: go to the control panel, software. Find the entry for
TortoiseSVN. Then select "uninstall".

But I'd love to see you hacking the source. Haven't found a way to
determine whether the shell asks for the entries for the context menu
or the file menu (without violating the rule to only use documented
APIs).
