Make sure you have a temp folder which is writeable.

You could also get the ProcMon tool
http://technet.microsoft.com/en-us/sysinternals/bb896645
and log one such TSVN command that throws this error (filter for
tortoiseproc.exe to reduce the noise).
It might give you a hint what path exactly can't be accessed.
