Add folder to repository problem 1.7.1

I have a strange Problem. I want to add a folder "#Obj#" to Repository. In the last Tortoise version 1.6.X this was no problem.
Then I ensured that nobody used svn:ignore, I saw '#' was ignored by global ignore configuration setting.
I deleted this setting and also changed it in the config-file.

After that I first restarted the explorer.exe, after no effect I restarted the computer. Also no effect. There Is always the same Dialog when I want to add this folder:

(screenshot -- Add-Dialog: There is nothing to add. All the files and folders are either under version control or have been ignored using the svn:ignore property or the global ignore configuration setting)

I can exclude that my folder Is under version control, because I tested it with an newly created folder named "#f#".
Is this a bug?
I don't know what to do, I have thousands of this folders. (The only way to add this folder is to add one by one in repro browser...)

Can you help me please?
