I've got to amend myself: even brachning/tagging from the working copy explicitely does NOT work, because at first the tag is created via cheap copy from the trunk (that's where pre-commit fails), followed by check-ins of the local property modifications to the tag.

My dilemma is, we really need to ensure each tag containing fixed externals solely, as we're extensively using a pool of shared components for our projects. However, at the time the tag is created by a cheap copy operation, the pre-commit hook cannot know, if a further transaction, fixing the revisions by property-change, will or won't occur.
