"SVN Commit" is still using TSVN, not the commandline "svn" client. I think "SVN" in "SVN Commit" is supposed to refer to the Subversion system in general, not the "svn" commandline client.

I agree that it's inconsistent, but the inconsistency isn't between TSVN and SVN, the inconsistency is between two parts of TSVN--the part that determines which overlay icon to display, and the part that determines the file status for a commit. Although I would've expected both parts to use the same library... but I have no idea what the overlay code actually does (I'm almost positive the code that determines status for a commit uses the libraries from the Subversion project).
