commit externals with -rxxx possible with 1.7.1

Hi,
For our project, we need several libraries which have all their independent life cycle and revision numbers. The project is located on Repository "Rep1" and the libraries are located on Repository "Rep2".

In TortoiseSVN 1.6 we link the libraries using the external properties. Example:
-r104 "svn://buey0389:3696/branches/Libraries/CANoe_Lib/TC" "ext_lib_src/TC"

We had the advantage to work on defined revision of our library and if anybody would accidentally do some changes inside the library and wanted to commit them, then TortoiseSVN would generate an error message (which is actually fine for our needs).

It is not working like this anymore with the version 1.7.1: changes done in the library will be committed without error messages: which is no more fine for us!

Are we using 1.7.1 wrongly are is it a new functionality of TortoiseSVN?
